Bio-Coal, Its Uses & Potential
Bio-coals’ are solid fuels mainly non-conventional/renewable source of energy, having higher energy efficiency, low moisture and ash content and give out no harmful gases like SO2 & NO2 on combustion, as compared to other conventional energy sources. Bio-coal has properties similar to coal in terms of moisture and energy content, and can be transported or co-fired along with coal using existing infrastructure.
The Ministry of Power has issued a policy in February 2018 to use 5%-10% of biomass pellets along with coal for power generation in thermal power plants. Considering the installed capacity of 196958 MW is dependent on coal in the thermal sector, and a 50% PLF and requirement of coal at 0.538 MT/MW /hr, it is estimated that the market for biomass pellets would be about 23.21 mt at 5% usage of biomass pellet and 46.41 mt at 10% usage of biomass pellets. The same translates into an immediate potential for about 300 – 600 units similar to 0.1 mt/annum individual units being established by Neway at 5% and 10% usage of biomass pellets respectively.

Stubble burning is a big issue faced by pollution control board and the state every season and every year. The State Government wants to ensure that its support is available only to those agro and food processing units which comply with the existing laws on pollution and other environmental safeguards. The support will also be given to those units processing crop residue to add value. This will help in reducing environmental hazards due to crop residue burning in fields, reduction in carbon emission and increasing farmers' earnings. Enterprises specializing in use of agro-waste converting it into manure or bio- energy or any other usable form eager to set-up base in Punjab would be provided the same incentives as provided to food processing units being set-up in Punjab under this policy
Plant at Mehma Sarja
Foundation stone of the first plant for production of bio-coal by NREBPL was laid by Mr Manpreet Singh Badal, Hon’ble Finance Minister, Government of Punjab on 25 June 2018. Works on the project is fast progressing for commissioning as per schedule by 01 January 2019.
